Pangulong Duterte, Magbibitiw kung gaya raw nina Bongbong at Chiz ang papalit sa kaniya


Muling inihayag ni Pangulong Rodrigo Duterte na handa na siyang bumaba sa puwesto kung katulad nina Senador Francis Escudero o dating senador Ferdinand "Bongbong" Marcos Jr. ang papalit sa kaniya.

Sa pagtitipon na dinaluhan ng Kapisanan ng mga Brodkaster ng Pilipinas sa Malacañang nitong Martes ng gabi, inihayag ni Duterte na hindi niya nais na ang Bise Presidente na si Leni Robredo ang papalit sa kaniya.


Sinabi ni Duterte na hindi kakayanin ni Robredo na pamunuan ang bansa sa dami ng kinakaharap na problema tulad ng droga.

"Now the reason why I cannot tell you why that we follow the constitutional succession is this: wala akong galit kay Robredo. Panalo na ako. Hindi ako nakikipag-away ng babae. Hindi nga ako sumasagot kung ano ang sinasabi nila," anang pangulo.

"But sinabi ko, I think deep in my heart, if you follow the succession and Robredo takes over, hindi. That's my honest opinion ko lang. Kung na sino lang sana diyan, in the likes of Escudero or Bongbong Marcos," dagdag niya.

Sa ilalim ng Saligang Batas, ang bise presidente ang nakatalagang humalili sa pangulo kapag nagbitiw ang huli.

Tinalo ni Robredo sina Escudero at Marcos sa nakaraang vice presidential race noong 2016.

Umabot lang sa 263,473 boto ang lamang ni Robredo kay Marcos.

Nakabinbin pa sa Presidential Electoral Tribunal ang protesta ni Marcos laban sa pagkapanalo ni Robredo.

"I am ready to step down. Given the right conditions I will step down. I'm tired," sabi ni Duterte.

Una rito, inihayag ni Duterte ang pagkadismaya sa patuloy umanong katiwalian na nagaganap sa pamahalaan.

Mas nais din umano niya na mamuno ang militar sa bansa kaysa kay Robredo.

"I have nothing against Robredo. She's a lawyer. You have heard her talk. But I do not think she can improve on anything here. Of course she will deny it. You can ask the hotbed of shabu in the past years. I will not mention the name. It was Naga City," sabi ni Duterte sa hiwalay na pagtitipon.

“I would suggest to the military... if you want yourselves to be the junta, I said line up here, I'll put you in your proper place,” dagdag niya.

Bagaman wala pang reaksyon si Robredo sa panibagong pahayag ni Duterte, bumuwelta naman ang legal adviser ng pangalawang pangulo na si Atty. Barry Gutierrez.

Sa Facebook post, kinuwestiyon ni Gutierrez ang kakayahan ng mga appointees ni Duterte tulad ng mga namumuno sa Department of Tourism (DOT), National Disaster Risk Reduction and Management Council (NDRRMC), at National Food Authority (NFA).

"Mga 'competent' ayon sa Pangulo: Tourism Secretary na walang ginawa kundi mangurakot, NDRRMC head na nawawala kapag baha, NFA chief na naubusan ng bigas. Kanya na 'yung endorsement niya, sumunod na lang tayo sa Konstitusyon," sabi ni Gutierrez.

Prosecutor Christine Estepa and her husband went to Metropolitan Manila Development Authority (MMDA) to personally issue a public apology, one day after their infamous video featuring them arguing with some traffic enforcers has gone viral on the internet.

“We would like to take this opportunity to apologize to the MMDA enforcers especially to Bong Nebrija.” Prosecutor Estepa said in her statement.

Her husband also thanked MMDA for giving them the opportunity to apologize for what they had done yesterday.

The couple issued an apology after the MMDA announced that they’re going to file a complaint against the prosecutor.

Estepa could face cases for direct assault against MMDA enforcers, disbarment and imprisonment.

Department of Justice also said that they’re going to take some action against their employee.

As of writing, MMDA is not yet announcing if they’re going to pursue the case against Estepa despite the public apology that she issued.

Meanwhile, netizens praised MMDA especially Nebrija for not letting the couple escape from the enforcers.

Yesterday, Estepa and Nebrija engaged in a heated argument after the prosecutor resisted to the authorities, insisting that the enforcers should show that she violated the ‘5-minute rule’.

Several hours after blogger Gadget Addict uploaded the video of the incident, Estepa even engaged with some netizens who found her Facebook page.

One service vehicle of MMDA was also damaged as the prosecutor tried to escape the authorities.

MMDA said in a press conference that the case of Estepa should set an example for everyone, not to argue with authorities just because of a small violation.

““Sana maging aral na po ito sa atin, simple traffic violation lang po wag na po tayong makipag away, bigay niyo lang po yung lisensya niyo bibigyan kayo ng ticket tapos na,” MMDA General Manager Jojo Garcia said.

Trillanes, Tuloy ang Plunder case vs Tulfos, PTV4, DOT


Inihayag ni Senador Antonio Trillanes IV na tuloy na tuloy ang pagsasampa niya ng kasong plunder laban kay dating Tourism Secretary Wanda Tulfo-Teo at sa mga kapatid nito na sina Ben at Erwin Tulfo.

Ganito ring kaso umano ang kaniyang isasampa laban sa ilang opisyal ng Department of Tourism (DOT) at People’s Television Network, Inc. o PTV4.

Kaugnay ito ng advertisement contract ng DOT at PTV 4 kung saan kumita ng mahigit P60 milyon ang Bitag Media Unlimited, Inc. ni Ben Tulfo.

“Maliwanag pa sa sikat ng araw na lahat ng element ng krimen na plunder ay ginawa ng magkakapatid na Ben Tulfo, Erwin Tulfo at Wanda Teo at ilang opisales ng DOT at PTV4,” sabi ni Trillanes.

Idiniin na maanumalya ang paggastos ng DOT, noong panunungkulan ni Teo, ng P120 milyon sa isang programa na mababa ang rating.

Tinutukoy ang Kilos Pronto, blocktime program sa PTV4 ng Bitag kung saan hosts sina Ben at Erwin Tulfo, kasama ang isa pang anchor na si Alex Santos.

Ayon kay Trillanes, hindi maaring depensa ang sinabi ni Tulfo-Teo na hindi niya alam na sa kapatid niya ang Kilos Pronto.

Hindi naman aniya makakalusot si Erwin kahit talent lamang ito ng Bitag dahil kumita ito sa programa at inamin niya ito sa pagdinig ng Senate Blue Ribbon Committee.

“Dagdag pa rito, napaamin si Erwin Tulfo na nakinabang siya sa transaksyong ito dahil siya ay kumikita ng P150 thousand na sweldo kada episode o mahigit P3 milyon kada buwan,” ani Trillanes.

“Kaya dahil dito, tuloy-tuloy ang pagsampa ko ng kasong plunder laban sa kanila,” pahayag pa ng senador.

Pres. Duterte signs dismissal of PMA comptroller Marana for corruption: “Send the guy to hell. That is an order.”


President Rodrigo Duterte ordered Philippine Military Academy comptroller Hector Maraña to be put in jail for committing corruption.

In his speech during the Go Negosyo’s ‘Pilipinas Angat Lahat’ program at the Rizal Hall in Malacañan Palace on August 14, 2018, Duterte personally signed the dismissal order against Maraña in front of the businessmen who attended the said event.

He said that Maraña committed malversation of funds of the cadets worth P15-M.

President Duterte recommends Maraña to be imprisoned for 6-12 years.

“Send the guy to hell. That is an order.” Duterte told his aide after signing the dismissal order.

The signing impressed the businessmen who attended the event.

He also said during his speech that he would never forgive military officials corrupting the funds of his soldiers.

“I would even maybe forgive you if you purchase something you overprice. But if you tinker with medicines for wounded in the Marawi siege… Take him out immediately. I want his peers so that he will be forced to answer.” Duterte said.

Duterte also warned the officials who would engage in corruption activities.

“I love my soldiers even those who didn’t graduate, but do not go into corruption. I will give you hell.” he said.

Aside from Maraña, Duterte fired several high-ranking officials over the fraudulent purchases of equipment, ghost deliveries and splitting of contracts in General V. Luna Medical Center.

One fraudulent purchase costs P1.4 million alone, according to the palace.

20 officials were involved in the said corruption activities, but as of writing only Brigadier General Edwin Torrelavega and Colonel Antonio Punzalan are being mentioned by the government.

Duterte ordered those officials to face a court-martial.

Last year Duterte allocated P50-M monthly to V. Luna Medical Center to help injured soldiers.

Pres. Duterte calls Robredo’s hometown Naga as ‘shabu’ hotspot: “I do not think she can improve on anything here.”



President Rodrigo Duterte talked about his early retirement from his current position, but he said that he was hesitant to give the highest position to Vice President Leni Robredo.

In his speech during the he Go Negosyo’s ‘Pilipinas Angat Lahat’ program at the Rizal Hall in Malacañan Palace on August 14, 2018, Duterte said that he cannot give up his presidency because he does not believe on the current abilities of Robredo.

He also admits that he already told the military and police officials that he’s considering to resign from his position.

Duterte said that he was really tired of being a President because of many problems being faced by the country, but he was “hesitant to suggest a constitutional succession.” because Robredo is the next in line.

“I have nothing against Robredo. But I do not think she can improve on anything here. Of course she will deny it.” Duterte said.

He also said that Robredo might not solve the problem of illegal drugs and called the hometown of the Vice President, Naga City as Shabu hotspot.

The President also hit his critics, thinking that he wanted to extend his term.

“I am ready and for those dreaming that I will extend my term and be a dictator, you must be the lowest idiot.” he said.

Duterte also said that he could not fulfill some of his campaign promises including resolving the illegal drugs in the country, saying that he’s already tired.

“I am tired and I think I cannot fulfill the promise of ending all these problems.” he said.

He also urged the people that if they found someone competent to replace him, they should put him in Malacanang to lead the country.

Hindi katanggap-tanggap para kay Kiko Pangilinan ang Reenacted Budget


Iginiit ni Liberal Party o LP president Senator Kiko Pangilinan na hindi katanggap tanggap ang nakaambang reenacted budget para sa taong 2019 lalo na at may eleksyong magaganap.

Paliwanag ni Pangilinan, kapag reenacted ang budget ay may lubusang kapangyarihan ang Pangulo na ideklara ang capital outlay component bilang “savings.”

Sinabi ni Pangilinan, kapag nangyari ito ay maaring magamit ang savings sa budget sa anumang programa, aktibidad, at proyekto.


Diin ni Pangilinan, bukod pa ito sa ilang mga lump-sum items sa budget, at bilyong pisong nakalaan sa intelligence at confidential fund ng Pangulo.

Kaugnay nito ay ipinaalala ni Pangilinan ang maraming taon kung saan nag-operate ang gobyerno sa ilalim ng reenacted budget noong panahon ng Arroyo administration.


Ayon kay Pangilinan, sa nabanggit na mga mga taon din lumitaw ang ilang mga alegasyon ng katiwalian sa paggamit ng pondo ng bayan.

Pangulong Duterte Napuyat sa Pag-Monitor sa Malawakang Pagbaha


Humingi ng dispensa si Pangulong Rodrigo Duterte sa mga bisita sa Malacañang matapos maantala ang panunumpa ng mga bagong opisyal ng gobyerno sa Malacañang.

Bago magsimula ang aktibidad ay nagpaliwanag ang Presidente dahil kulang aniya siya sa tulog dahil nagbantay at nagmonitor sila sa mga kaganapan sa malawakang pagbaha sa Metro Manila.


“Give us some allowances for the delay. You know I have been monitoring the situation the other night and medyo kulang kami ng tulog but I think everything is alright,” anang Pangulo.
Bago ang mass oath taking ay magsasagawa sana ang Presidente ng aerial inspection sa mga binahang lugar sa Metro Manila at ilang bayan sa lalawigan ng Rizal subalit kinansela dahil sa masamang panahon.


Nauna nang inatasan ng Pangulo si Special Assistant to the President Bong Go na bisitahin ang mga evacuee kaninang madaling araw para tingnan ang kanilang kundisyon at pangangailangan sa mga evacuation center partikular sa Marikina City.

Quezon City Government Sets up 'Pop Huts' for Flood Victims


The Quezon City government set up at least 54 temporary shelters or "pop huts" in Barangay Bagong Silang for evacuees, GMA News' James Agustin reported.

Barangay officials said they will prioritize residents whose homes were damaged by the floods.

Each shelter, which has two doors and two windows, can house up to four people or depending on the number of family members.




Quezon City was one of the hardest hit areas of monsoon rains and the resulting flood over the weekend.

Sinibak ni Pangulong Rodrigo Duterte ang mga opisyal ng V. Luna Medical Center dahil sa anomalya at katiwalian .

Kinilala ang mga sinibak na sina Brigadier General Edwin Leo Torrelavega, Commander ng AFP Health Service Command, at Colonel Antonio Punzalan, Commander ng V.Luna Medical Center, Chiefs of Management and Fiscal Office, and the Logistics office ng AFP Health Service Command.

Ayon kay Presidential Spokesman Harry Roque, bukod sa dalawang AFP officials, 18 iba pa ang kasama sa mga sinibak dahil nakipagsabwatan ang mga ito sa anomalya at katiwalian.

” Several high ranking officials and employees of V. Luna Medical Center health Service Command undertook anomalous purchases of equipment and engage in fraudulent transactions including ghost purchasing, splittings of contract circumvent mandatory bidding processes and conceiving fictitious suppliers,” ani Roque.

Dismayado at galit na galit aniya si Pangulong Duterte sa natuklasang anomalya sa V.Luna Hospital kaya iniutos nito ang pagsibak sa mga sangkot na opisyal at isailalimmagad sa Court Martial proceedings.

Matatandaang P500 million ang paunang pondong ibinigay ng Pangulo sa V.Luna Medical Center para sa rehabilitasyon at pagbili ng mga makabagong medical equipments bukod pa sa P50 million kada buwan para sa gamot ng mga sugatang sundalo at iba pang mga pasyente.

Sinabi ni Roque na kada maanomalyang transaksiyon ay nagkakahalaga ng P1.491,570 subalit sa kabuuan ay umaabot sa daan daang milyong piso.

Nadiskubre aniya ang anomalya sa pamamagitan ng isang whistle blower kaya agad na kumilos ang liderato ng Armed Forces of the Philippines.

Sinabi ni Roque na natanggap ng Pangulo ang report noong nakalipas na linggo kaya ganoon na lamang ang galit nito dahil nasabay ito sa isyu sa Naying Pilipino.

“The reports came in last Monday which explains why the President was very aggravated in talking about corruption in the last cabinet meeting because there was the issue of both Nayong Pilipino and V.Luna information which he has just received concerning fraudulent activities in both agencies,” dagdag pa ni Roque.

Bam Aquino, Pinarerepaso ang 4P's ng DSWD


Iginiit ni Senador Bam Aquino sa Department of Social Werlfare and Development (DSWD) na baguhin ang listahan ng mahihirap na pamilya na saklaw ng Pantawid Pamilyang Pilipino Program (4Ps).

Bunsod ito ng ulat ng Commission on Audit (COA) na may P1.3 bilyon para sa 4Ps na hindi kinuha ng may 1.9 milyon na individual beneficiaries noong 2017.


Ayon sa COA, sa tagal na hindi kinuha ang cash subsidy, maaring hindi talaga ito kailangan ng beneficiaries kaya naman pinagdudahan kung talagang mahihirap ang mga ito.

Diin ni Aquino, dapat pakinabangan ng totoong nangangailangan ng tulong ang nasabing salapi.


“Hindi tama na nakatengga lang ang pondo para sa tulong habang nalulunod na ang marami sa taas-presyo. Sayang naman ang pondo na maaaring pakinabangan ng iba pa nating mahihirap na kabababayan,” pahayag ni Aquino.

Samantala, inulit nito ang pangangalampag sa DSWD at sa Department of Transportation para ipatupad na ang utos ng TRAIN law na unconditional cash transfer o cash subsidy sa 10 milyong pinakamahihirap na pamilya at ang Pantawid Pasada Program na tulong sa jeepney drivers at operators.

Pres. Duterte fires Military Officials over Anomalous Transactions at V. Luna Medical Center


President Rodrigo Duterte fired high-ranking military officials after he was informed about the alleged corruption activities at Armed Forces of the Philippines Medical Center also known as V. Luna Medical Center.

Duterte ordered to remove Brigadier General Edwin Torrelavega and Colonel Antonio Punzalan over the allegedly fraudulent purchases of equipment, ghost deliveries and splitting of contracts entered by the said officials.


Aside from Torrelavega and Punzalan, more than 20 officials would be relieved over “institutional corruption.”

The President also ordered the officials to face court marshal immediately.


According to Presidential Spokesperson Harry Roque, the amount allegedly corrupted by said military officials costs hundreds of millions of pesos.

Roque also confirmed that the corruption activities were already happening in V. Luna for a very long time.


He said that the President was angered and aggravated after being informed that top military officials were only corrupting the funds of V. Luna which he visited last year.

“He [President Duterte] is ballistic because only recently he ordered a sum of P50 million released to V. Luna every month. only to find out that most of the funds are going into the pockets of corrupt officials.” Roque said.

One fraudulent purchase costs P1.4 million alone, according to the palace.

He said that the entire office that would have to do with the procurement would be relieved from their position.

Roque said that a whistleblower informed the Palace about the corrupt activities committed by the top military officials.

Last year, President Rodrigo Duterte, announced that he would allocate P50 million monthly for V. Luna hospital to save the lives of injured soldiers.

Meanwhile, AFP Chief of Staff Carlito Galvez Jr. said that he ordered immediate relieve of the said officials.

A case of a baby who’s a victim of physical abuse in the hands of the live-in-partner of her father has gone viral on the internet, and it sparked outrage among millions of netizens around the world.

The suspect was identified as Berna Espina, a resident of Bacoor City his age was still not verified, some people claimed that she’s still a minor, but most reports claim that she’s already 19 years old and already liable for committing child abuse.


The issue has gone viral after the aunt of the victim, Ella Devera posted the video of her niece who suffered bruises on her face and other parts of the body, it also received bone fracture from the suspect.

Ella also mentioned the father of the victim, Melvin De Vera for letting his live-in-partner to abuse his child who’s still in the hospital as of writing.


After that, millions of netizens repeatedly asked the authorities to hunt the suspect who’s residing in Cavite.

Two days after the issue went viral, Espina has been arrested by the Barangay authorities and quickly interviewed by officials of the Department of Social Welfare and Development (DSWD) to know the consequences of what she did.

According to netizen Jomer Evas Asas, a law graduate, Revised Penal Code, Art. 12, in relation with Section 6 of R.A. 9344 says that a minor can be fully exempted from criminal liability if he’s 15 years old and below.


However, he said that in the case of Berna Espina, the suspect can still be held liable for her crimes, despite being a minor.

“If the minor is over 15 years old and below 18 years old, he or she can be criminally liable if the said minor committed the crime with DISCERNMENT. Discernment is that the mental capacity of a minor to fully appreciate the consequences of his unlawful act.” Asas said.

“The court can decide whether he or she acted with discernment during the commission of the crime based on the acts in the said crime. If the court found her to be guilty, the sentence will be suspended and will be imposed when she reaches the age of 18.” he added.

Asas believes that Espina was fully aware of the crime that she committed against the child of her live-in-partner.

“The defense of minority is not absolute. You can’t rely on your minority to defend your horrendous act of brutality unto this child. I hope and pray that this piece of human filth will be behind bars and hopefully will be reformed.” Asas said.

Espina can be put in jail for violating Republic Act No. 7610 or the Special Protection of Children against Abuse, Exploitation and Discrimination Act.


Any person who shall be found guilty of the above law shall suffer the penalty of prison mayor in its minimum period or imprisonment ranging from six (6) years and one day to twelve (12) years (Section 10(a), Republic Act No. 7610).

Davao City Mayor Sara Duterte's 'Hugpong ng Pagbabago' to forge alliances with other parties


As the ruling PDP-Laban is torn by disunity, the newly formed party of President Duterte’s daughter Sara Duterte-Carpio continues to gain strength.

The Hugpong ng Pagbabago (HNP) is signing alliances with at least eight national and local political parties led by the Nacionalistas at the Blue Leaf Filipinas in Parañaque City this morning.


Duterte-Carpio, who is Davao City mayor, said the HNP is willing to help the embattled Partido Demokratiko Pilipino-Lakas ng Bayan, which is torn by infighting among its factions.

She said the HNP is offering a hand of friendship to all other political parties who support the administration of her father the President.


HNP is supposedly a regional political grouping, but several major parties including the Solid North led by Ilocos Norte Gov. Imee Marcos have asked to join. The Solid North refers to the bailiwick of the clan of the late president Ferdinand Marcos in the Ilocos region.

The Nacionalista Party, which supported Duterte’s presidential bid in 2016, is led by the group of Sen. Cynthia Villar and her husband, former Senate president Manuel Villar.

HNP was officially launched last February by Duterte-Carpio and Governors Tyrone Uy, Claude Bautista, Anthony del Rosario and Nelson Dayanghirang of the provinces of Compostela Valley, Davao Occidental, Davao del Norte and Davao Oriental, respectively, all of Southern Mindanao.

Last July, the Commission on Elections granted the petition of HNP for recognition as a regional political party.

PDP-Laban is the political party of President Duterte. The HNP was formed amid a falling out between Duterte-Carpio and PDP-Laban stalwart Pantaleon Alvarez Jr., at the time the House speaker. Alvarez remains with the PDP-Laban.

In a statement yesterday, however, Duterte-Carpio stressed: “If there is anything that HNP can do to help PDP-Laban, our group is ready to assist them.”

“HNP respects the history, experience, and the wisdom of the PDP-Laban party. HNP finds it truly unfortunate that PDP-Laban is embroiled in internal problems and hopes that competing party members resolve their differences,” Duterte-Carpio added.

She stressed that HNP is a purely regional political party after its petition was granted by the Comelec.

“HNP does not intend to recruit members of PDP-Laban or other national political parties,” Duterte-Carpio said.

She said that while the HNP has supporters outside Davao, they have been advised to form their own local parties or join other national parties, including the PDP-Laban.

"Don’t add to my Problems"- Pres. Duterte to PDP-Laban leaders


President Duterte, national chairman of Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban), told party stalwarts that he was facing more serious problems than their infighting, the President’s top aide yesterday said.

“The President has urged them not to add to the many problems that he was facing. It’s a good thing they listened to him,” said Special Assistant to the President Christopher Go in Filipino.

Duterte met with quarreling PDP-Laban members for more than five hours at the Manila Diamond Hotel last Thursday.

The President was like a father disciplining his children, Go said, calling on the factions to thresh out the issues between them.

Faced with rising inflation, followed by the Bangko Sentral ng Pilipinas’ move to raise its benchmark rate by 50 basis points this week, Duterte told the groups led by former Senate president Aquilino Pimentel III and lawyer Rogelio Garcia to shape up or ship out.

Go said Duterte was unable to hide his disappointment over his partymates who were giving him a headache.

Go, who has been appointed auditor of the two factions, said the President expressed his hopes that the party leaders would be able to settle their differences next month.

“It will be finalized this September, because party members claimed that there was no convention that addressed their complaints,” Go said. “This caucus is what they’ve been clamoring for.”

The President underscored the need for PDP-Laban to unite in preparation for the midterm elections next year.

“The September assembly is going to be open to the plenary, so if you have grievances or complaints, bring them all up. By that time, the President hopes for all to unite and be just one PDP-Laban,” Go told their party members.

“PDP-Laban needs to issue the Certificate of Nomination and Acceptance (CONA),” Go said, noting that the leaders need to determine the signatories of CONA and certificates of candidacy.

Pimentel yesterday said he did not care what the faction of Garcia wants to do, even if it means creating a separate party.

“We don’t have any problems within the party so we won’t waste our time (with them),” Pimentel said over radio station dwIZ.

“They are the ones who want to separate from us, so I guess it’s good riddance,” he added.

In a message to reporters, Pimentel presented some documents to show that Garcia ran for various elective posts as a member of different political parties apart from PDP-Laban.

Pimentel noted that Garcia ran for congressman of the first district of South Cotabato as a Liberal Party (LP) candidate in 2010.

In 2012, Garcia made a bid for the Sangguniang Panlungsod of General Santos City in South Cotabato as a candidate of United Nationalist Alliance.

Pimentel pointed out that Garcia ran for congressman in the first district of Makati City as a candidate of the LP in 2016.

Garcia’s partymate, and his group’s secretary-general Willy Talag, also ran for congressman in the first district of Makati in 2016, as a member of the Nationalist People’s Coalition.

“Who are they? How loyal are they to the party? They run for office in every election under different parties,” Pimentel said.

Another meeting with Duterte would be held on Sept. 1 where Pimentel said possible candidates of PDP-Laban for next year’s elections would be presented.

Koko Pimentel, Huwag Ipilit ang Federalismo sa 2019


Aminado ang Federalism advocate na si Senador Koko Pimentel na mahihirapang ipasa ang panukalang Federal Form of Government bago ang May 2019 elections.

Sinabi ni Pimentel na sadyang mahabang debate pa ang usapin sa Pederalismo at kinakailangang magtiyaga ang mga tulad niyang advocate nito na ipaliwanag ang tunay na nilalaman ng panukala.

“Mahihirapan. Pero ang attitude ko na lang best effort kasi mahirap din naman pilitin kung hindi naman handa ang taumbayan. Ayoko rin naman pilitin na hindi naiintindihan sasagot ng yes pero hindi naman nila naiintindihan. Wag ganun,” sagot ni Pimentel sa tanong kung makakalusot ba ang panukalang Federalism bago ang eleksyon.

“So ung advocates tuloy-tuloy lang na magtiyaga, magsumikap magpaliwanag. Dahan-dahan ito. Meron lang kaming working target na 2019 na isabay na ang plebesito. Pag di namin nakamit yun eh di next target. Pag naaprub na ang federal constitution pwede namang stand alone na,” dagdag ng senador.

Hinimok din ni Pimentel ang Consultative Committee (ConCom) na ipaliwanag ang magiging gastos ng pagtatatag ng Federal Form of Government upang naliliwanagan anya ang lahat.

“Dapat ipaliwanag nila magkano ang total na gagastusin. Pero ang tao takot talaga sa pagbabago. Pag change na ang pinag-usapan kampante na tayo sa sistemang kinasanayan at kung magbabago ka talaga, talagang may gastos,” paliwanag pa ni Pimentel.

Naniniwala naman anya siya na sa simula lamang ang malaking gastusin dahil kinalaunan ay mas makakatipid ang gobyerno lalo’t ipauubaya na sa Regional Government ang pamamahala sa kanilang nasasakupan.

Kinontra rin nito ang pahayag ni Finance Secretary Carlos Dominguez na lalaki ang budget deficit sa Federalism.

“Wag sana nilang banggitin yung budget deficit kasi kahit unitary tayo may budget deficit. Grabe nga ang budget deficit, hindi mo nga ma-explain bakit ganyan kalaki,” diin ni Pimentel.

Pres. Duterte's Victory, is a Sign of People's Support for Federalism


A leader of a pro-federalism group on Saturday claimed that Rodrigo Duterte's election as President in 2016 is a clear signal that the Filipino people support federalism, noting that to push for it under a different president would be impossible.

"Ang aming pananaw, ang paghalal sa kaniya (Pangulong Duterte) ng taumbayan ay maliwanag na suporta sa kaniyang panukala na baguhin ang sistema mula sa unitary o iisang pambansang gobyerno patungo sa isang federal government," People's National Movement for Federalism (PENAMFED) National President and former Quezon City 2nd district congressman Dante Liban said in a Super Radyo dzBB interview.

"Ito ay mahirap nang mangyari 'pag iba na ang pangulo natin," he added.

Liban claimed that the advocacy for a federal form of government has long been a discourse throughout Philippine history, and some Philippine heroes had advocated for it.

"Ang mismong ang dakilang bayaning si Dr. Jose Rizal ay naisip niya na iyang panukalang federal. Tapos si Pangulong Emilio Aguinaldo isinusulong na rin nila 'yan kasama sila Mabini at iba pang mga bayani."

The discourse on federalism had also emerged in the Visayas, particularly in Negros and Iloilo before the Treaty of Paris, and in Mindanao as well, said Liban.

"Kaya si Pangulong Duterte ang kaniyang kampanya noong 2016 ay panahon na baguhin ang sistema para talagang magkaisa ang bansa," the PENAMFED president said.

Liban cited the decades-long conflict in Mindanao, the underdevelopment of cities in other parts of the Philippines, issues of graft and corruption by public officials, and political dynasties as problems that can be addressed by federalism.

Under federalism, corruption of public officials can be addressed immediately, and that the Filipino people will have the opportunity to lead their local region.

"Alam mo si Pangulong Duterte, talagang personal niyang naranasan ang problema ng kasalukuyang gobyerno, a unitary system of government."

Liban said he is convinced that Duterte is sincere in his push for federalism.

P85-billion Mindanao Railway Project, Start in January 2019


The legacy project of President Rodrigo Duterte is going to start soon.

The construction of the first phase of the P85-B pesos Mindanao Railway Project that will connect provinces along the Southern part of the Philippines would start in January 2019 and it’s expected to be completed by 2021.

The good news was delivered by Mindanao Railway System (MRS) Project Manager Patricia Melizza B. Ruivivar.

“We hope to finish the right of way (ROW) acquisition along the alignment and the stations by December 2018. We expect to award the winning contractor since this is a design and build contract, also by the end of this year so we can start construction of railway by January next year,” she told Businessworld.

Ruivivar presented the plan to the Davao City council on July 31, citing that President Rodrigo Duterte wanted to MRS operating before his term ends in 2022.

She sought the cooperation of the Local Government Units to hasten the construction of the railways and stations.

“We need the support of the local government units (LGUs) because they will play a big role in the implementation of a project as big as the Mindanao Railway,” she said.

Ruivivar said that only LGUs has the capabilities to negotiate with the owners of the lands that would be affected by the project.

According to the report, the 102-kilometer phase 1 of the MRS has a budget of P36 billion.

MRS is also hoping that the National Economic and Development Authority (NEDA) on this new adjustment within August.

Ruivar also showcased the eight stations which will be part of the Phase 1 project: Tagum City, Carmen, and Panabo City in Davao del Norte; Mudiang, central Davao, and Toril in Davao City; and Sta. Cruz and Digos City in Davao del Sur.

“I wish I had that in my country (Somalia), clean up my country, he’s not playing around,” he added.

Mohammed also said that Duterte is the only world leader who’s not afraid of expressing his anger on Television.

It seems that Mohammed is also following the stories on Philippine politics because he was aware by the past Filipino President, saying that they’re nothing compared to Duterte.

He said that the Duterte already warned the people that his Presidency would become bloody, so the Filipinos should respect that.

Before the video ended, Duque said that Mohammed should be ready to get viral in the Philippines because of what he said.

Leni Robredo calls on Duterte Admin to Fight Misinformation


Vice President Leni Robredo, who has repeatedly become the subject of malicious and false stories, urged the Duterte administration to take “concrete steps” to combat the proliferation of false information.

In a statement Friday, Robredo expressed support for Singapore’s call for action against misinformation to Association of Southeast Asian Nations member-states.

The vice president stressed that the Philippines should be at the forefront of implementing the Joint Declaration to Minimize the Harmful Effects of Fake News, which was crafted last May.

The country took an active part in paving the way for the framework as the chair of the ASEAN Ministers Responsible for Information last year, Robredo noted.

“This fight is particularly important for us in the Philippines as we continue to see fake news proliferate, impairing public discourse and contributing to the spread of false and inaccurate information among out people,” she said.

Robredo added: “A well-informed citizenry is of utmost importance to our democracy. This calls on all of us to stand against misinformation and fight to ensure that truth will always have space in our country’s conversations.”

In May, she posted a two-part video series on Facebook to end rumors about her personal and professional life that have hounded her since she became the vice president.

Robredo debunked claims of being in a relationship with anyone after the death of her husband, being pregnant, living an opulent lifestyle, among others.

She also told her staff to be more aggressive in calling out fake information about her but stressed that they should still be dignified in doing so.

Nabatid na hinamon ni Fr. Aquino si Pangulong Duterte na sabihin na nito kung gusto ba niya o ayaw ang pederalismo dahil iba naman ang sinasabi ng kanyang ilang alter-ego.

Ayon kay Presidential Spokesman Secretary Harry, kahit panahon pa ng kampanya noong 2016 ay bahagi na ng plataporma ni Pangulong Duterte ang pederalismo at hindi naman ito nagbabago.


Sinabi pa ni Roque na alam ito ni Finance Secretary Carlos Dominguez kaya naniniwala siyang pabor din ito sa pederalismo na prayoridad ng administrasyon.

Paliwanag ni Roque, mayroon lang naman kwestiyon si Dominguez sa draft ng federal constitution at kailangan itong pag-usapan kung paano matutugunan.

Lacson shares his Sentiments over Pres. Duterte’s Anger after facing Corrupt Cops: “I could feel the hurt and anger of someone who gave it all”


Senator Panfilo ‘Ping’ Lacson said that he could relate on the anger of President Rodrigo Duterte over the 100 errant cops whom he faced in Malacanang on Tuesday.

In his tweet, Lacson said that he was also hurt after he watched the video of Duterte, reprimanding and threatening the police officers who allegedly engaged in kidnap-for-ransom activities.

Lacson said that he understands why Duterte was so disappointed with the told cops, saying that the President already gave it all, but some police still engaged in corrupt activities to earn money illegally.

Duterte doubled the salary of the cops and gave them his full support as the Philippine National Police (PNP) engaged in fighting criminality and illegal drugs.

“Hearing those strong words from a very upset PRRD while addressing a group of rogue cops accused of various crimes ranging from kidnapping to extortion and illegal drugs, I could feel the hurt and anger of someone who gave it all but got back what he does not deserve,” Lacson said.

Senator Lacson, before becoming a politician headed the PNP during the Estrada administration.

On Tuesday, the furious President faced the corrupt cops and threatened that he already tasked a special unit to monitor their every step.

Duterte said that if they made another mistake, he would not hesitate to order them killed.

President Rodrigo Duterte ordered warring factions of PDP-Laban to unite and prepare for the 2019 elections and to avoid "publicly rebelling" in case of disagreements, according to Senator Aquilino "Koko" Pimentel III.

"[Duterte said] kung may question about party processes [or] party leadership, publicly rebelling is not the way to do it. Sabi niya if there is a problem, let us talk," Pimentel told reporters after the meeting, which was held at Diamond Hotel on Thursday night.

Pimentel, the party president, and former Speaker Pantaleon Alvarez, secretary general, head one PDP-Laban faction while the other was headed by lawyer Rogelio Garcia, a long-time party member and a classmate of Duterte's.

Garcia's faction, which gathered in Quezon City recently in an apparent show of force, has questioned the mass oath-takings of new party members by Pimentel's faction because the new recruits supposedly did not undergo basic membership seminar.

Duterte, who is PDP-Laban chairman, met separately with the two groups first before gathering them together, according to Mav Gonzales' report on Unang Balita on Friday.

Pimentel said party leadership was not discussed during the meeting, which started around 7 p.m. and lasted up to 11 p.m. on Thursday.

"This meeting is not a proper forum for a change in leadership," he said.

Pimentel said Duterte, during the meeting, told them to "focus on the party's campaign promises [like] federalism and the all-out war against crime, drugs and corruption."

He said the President also told them to prepare for next year's elections as the period for the filing of certificate of candidacy for those planning to run "is fast approaching."

"Sabi niya he's duty bound to help the party's candidates," Pimentel said, adding Duterte also told them to have a "very good screening process" for candidates.

"Huwag lang daw namin siya ipasubo na, you know, involved [pala] sa drugs 'yung kandidato. We should have a very good screening process," Pimentel said.

Presidential political adviser Francis Tolentino, who was present in the gathering, said another meeting is scheduled in September, ahead of the start of filing of COC in October.

"Maliwanag naman sa bawat kampo na kelangan magkaisa," he said, assessing the meeting.

"Meron lang kasing mga hinihiling ang bawat grupo na magkaharap pero maliwanag naman sa lahat na ang Presidente ang masusunod," Tolentino added.

Special Assistant to the President Christopher “Bong” Go said fixing the internal squabble is “very important” to Duterte.

“Hinimok niya ang mga liders ng magkabilang grupo na unahin ang kapakanan ng bayan sa lahat ng kanilang magiging desisyon,” said Go, who was also present in the meeting.

Duterte presided over the party caucus in a bid to unite the two factions that emerged recently.

“Kung talagang hindi kakayaning magkasundo ay puwede naman pong maghiwa-hiwalay. Pero ngayon po, ang sabi niya ay mag-usap muna ang lahat ng mga tao na nasa loob ng partido,” presidential spokesperson Harry Roque said in an interview on radio dzRH.

Garcia did not comment about the meeting, the Unang Balita report said.

Karen Davila Receives lecture from Netizens and Bloggers after Compared Celdran’s case with President Duterte in her Tweet


ABS-CBN and ANC journalist Karen Davila received criticisms again after he questioned the decision of the Supreme Court (SC) over activist and tour guide Carlos Celdran’s ‘Damaso’ case.

Davila compared Celdran’s case with President Rodrigo Duterte’s habit of criticizing the church.

“To Supreme Court: How can @carlosceldran be penalized for Offending Religious Feelings when no less than the President has cursed the Church?” Davila asked.


Some netizens and pro-Duterte bloggers said that Davila might be insinuating that the President should also be penalized for offending religious feelings of other people because of slamming the Catholic Church several times in his speeches.

Sass Rogando Sasot, a pro-Duterte blogger gave a lecture to Davila on why the case of Celdran cannot be compared to President Rodrigo Duterte.

She explained that in Celdran’s case, the activist disturbed the Catholic mass by showing a ‘Damaso’ placard in front of the parishioners, while President Duterte only criticized the Church in his speeches.

“Karen Davila, napakalaki ng sinasahod mo, pero di ka man lang nag-research? Alam mo ba iyong batas na na-violate ni Celdran? Eto:

“Article 133 of the Revised Penal Code only prohibits offending religious feelings “in a place devoted to religious worship or during the celebration of any religious ceremony.” Outside those contexts, religious feelings aren’t protected from being offended.

“So, i-spoon feed pa ba sayo kung bakit di applicable kay Duterte yan, pero applicable sa ginawa ni Celdran?”

Another Pro-DDS blogger, Atty. Trixie Cruz-Angels also explained to Davila why she cannot compare Duterte and Celdran’s action against the Catholic Church.

She said that the criticisms threw by Duterte in his speeches against the Catholic Church is still covered by the ‘freedom of expression’.

Six national candidates benefited from the supposed irregularities during the May 2016 automated elections, Senator Vicente Sotto III said Wednesday, citing information from a source.

"President, vice president and four senators... parang ganon 'yung kwento niya (source), hindi ko ginamit sa speech ko 'yun sapagkat hindi ko nakita mismo at wala akong kopya, sabi lang niya," Sotto said in a 24 Oras report by Sandra Aguinaldo.

During his privilege speech on Tuesday, Sotto said a transmission activity was captured as early as May 8, 2016 — the day before the election day.

"The transmission is being done by IP Address 10.11.5.5 to 0507.ccs.pili2016pinas.net as seen in logs of SRVCNTADNS01 server which is an IP address of a clustered vote counting machine or precinct count optical scan," Sotto said.

Sotto said it was later found out that 0507.ccs.pili2016pinas.net was the Consolidated Canvassing System (CCS) of Libon municipality in Albay province, while 5801.ccs.pili2016pinas is the CCS of Angono, Rizal.

The senator also speculated that there was foreign access in the election servers as there were series of access "before, during, and after the election."

House Minority leader Danilo Suarez said he had obtained reports similar to Sotto's information. The lawmaker previously filed a resolution to investigate possible irregularities in the 2016 polls.

"There is a deliberate attempt na kung maliit lang ang lamang ni Pangulong [Rodrigo] Duterte, baka ang presidente natin ngayon, Liberal [Party]," Suarez said.

Liberal Party's bet, former Senator Mar Roxas, placed second in the 2016 presidential race.

Sotto, meanwhile, did not drop names as to the vice presidential candidate who benefited from the supposed election irregularities.

The camp of former Senator Bongbong Marcos welcomed the news, noting that Marcos is glad that other "patriotic leaders" notice the alleged manipulation of the poll results.

"Former Senator Bongbong Marcos is happy that other patriotic leaders and stakeholders have seen the extent of conspiracy, interference and manipulation of the election results of the Smartmatic," Marcos' camp said.

On the other hand, Vice President Leni Robredo, according to her legal counsel, is not be affected by the issue.

"I am confident it will never affect her because the integrity and accuracy of the 2016 automated election system had been affirmed by the Supreme Court or PET when it dismissed Marcos' first cause of action assailing integrity of the system," said Robredo's lawyer Romulo Macalintal.

Marcos, son of the late President Ferdinand Marcos, lost to Robredo by 263,473 votes which the former senator claimed was marred by fraud. Marcos has challeged Robredo's victory before the Presidential Electoral Tribunal.

The Commission on Elections (Comelec), for its part, vowed to conduct probe on the alleged poll irregularities.

According to James Jimenez, Comelec spokesperson, the "early transmission" mentioned by Sotto may be the transmission test that is part of the poll body's standard procedure.

"It's in that period kung saan lumapag iyong makina sa paggagamitan at sinubukan bago selyuhan para gamitin on election day. Like I said, all the way up to the wee hours of election day, there were some areas na naghahabol," he said.

TRAIN 2 to Impose Tax on Schools, Hospital Operated by Religious Organizations


It seems that the happy days for the religious organizations that profiting too much in their schools and hospitals are nearly over.

According to the Department of Finance (DOF) Undersecretary Karl Chua, the proposed Tax Reform for Acceleration and Inclusion (TRAIN) 2 bill seeks to impose a graduated tax on hospitals and schools owned by religious organizations like the Catholic Church.

Chua said that the current laws state that the schools being operated by religious groups do not pay taxes even though they’re charging high amount of fees to their students.

Senator Tito Sotto III already filed the bill in the Senate, and it needed to pass the debate about the pros and cons of the proposal.

Chua said that the objective of TRAIN2 is to ensure that every Filipino students entering schools are given quality education.

According to him, out of 20,000 schools in the Philippines, 10,000 of it are owned by religious groups which do not pay taxes to the government.

Schools being owned by religious organizations have been criticized for imposing a high amount of fees to their students, but they’re not paying taxes to the government.

Former House Speaker Pantaleon Alvarez also pushed for removing the tax-free law on schools and businesses owned by religious groups.

“Most of these schools, the ones run by religious sectors, do not really serve the poor because only the rich can afford it. Their tuition fees (sic) are so expensive.” Alvarez said in April.


“We can’t say that they are not profiting because as you can see, their schools are huge and they are even expanding but these schools are not really for the poor. The poor can’t study in these schools, everything is expensive there,” he added.

He delivered the good news to the cops, saying that he would allocate P25-M a month for the medical bills of the police officers.

“I also take this opportunity today to extend the PNP’s gratitude to the president for his recent pledge extending a P25 million monthly support to the PNP’s reimbursement of hospitalization expenses program which will indeed go a long way in helping ease the financial burden on the shoulders of our police personnel who undergo medical treatment or are hospitalized,” Albayalde said.

De Lima 'disappointed' with Supreme Court ruling Blocking her Plea to Argue vs ICC Withdrawal


Sen. Leila De Lima has expressed disappointment with the Supreme Court ruling blocking her from participating personally in the oral arguments on the government’s withdrawal from the International Criminal Court.

The detained lawmaker lamented that she had always fought for human rights and accountability.

“Truly, taking on such a task of arguing before the SC in this case would be a natural progression of my decade-long twin advocacy for upholding human rights of all persons, and the holding of public officials accountable to their abuses against the people they ought to serve,” De Lima said in a statement.


On Tuesday, the SC threw out her petition to be given furlough and argue on the minority senators’ petition challenging the executive department’s withdrawal of membership from the ICC.

The high court said it “found no compelling reason to have Senator De Lima personally appear during the conduct of oral arguments.”

The debate is set next week, August 14, at 2 p.m.

De Lima’s co-petitioners, Sens. Francis Pangilinan, Franklin Drilon, Bam Aquino, Risa Hontiveros and Antonio Trillanes IV, backed the detained senator’s plea. They said their case would be best presented by De Lima, and that they would no longer be represented by a counsel during the oral arguments.

But the SC said De Lima failed to cite arguments exclusive to her case which would make her appearance in the oral arguments indispensable.

De Lima said her plea is borne from her “desire to highlight the importance of the Philippines’ continued status as a State-Party to the Rome Statute, and why Duterte is deathly afraid of it. This is Duterte ensuring impunity for himself.”

“With this development, my co-petitioners and I will now decide on a proper course of action to ensure that we will be duly heard by the Supreme Court,” De Lima added.

Aquino, in a separate media interview on Tuesday, said they would “have to find another lawyer” since SC junked their plea.

The high court in junking De Lima’s plea stressed that the petitions are already challenging “intensely, politically-charged matters.”

“It, thus, exhorted all parties to be tactful and sober and to refrain from any posturing that may detract from a dispassionate, level-headed resolution,” SC spokesman Theodore Te said.

"The Court expressed the hope that the denial of petitioner De Lima’s plea could allow the Court to proceed to a composed resolution of the ultimate issues," he added.

The country’s withdrawal of membership from the ICC also faces a second petition, which was consolidated with the opposition senators' case, filed by the Philippine Coalition for the International Criminal Court led by former Commission on Human Rights chair Loretta Rosales.

The Philippines announced last March that it would be withdrawing from the ICC. The announcement came a month after the international tribunal's prosecutor opened a preliminary examination—not an investigation—into the alleged crimes against humanity of President Rodrigo Duterte’s administration.

The purpose of the examination, which the Palace initially welcomed, is for the ICC's prosecutor to determine whether the court has jurisdiction over a communication—not a complaint—filed by lawyer Jude Sabio.

Retired Major Abe Purugganan writes a Powerful Open Letter to President Duterte over the Revealed Election fraud in 2016


A retired military official wrote an open letter to President Rodrigo Duterte to inform the chief executive over the alleged cheating happened during the 2016 presidential elections.

In his letter, retired Major Abe Purugganan explained to Duterte that the computer systems for election had been breached and destroyed the people managed the automated machines destroyed the trust of the people by exploiting it in favor of the former ruling party.

He claimed that 459 transmissions before the elections are a clear sign that there’s cheating happened.

According to him, there’s an alleged conspiracy to cover-up the crimes committed by the fraudster, saying that the opposition even during the Senate hearing is trying to silence the people who wanted to tell something or show evidence about the alleged cheating.

Parugganan said that only President Rodrigo Duterte can reveal the true about what really happened during in the last presidential elections.

He said by giving a task to NBI and PNP to investigate the 2016 presidential elections, it might reveal the whole truth about the fraud.

Purugganan also believed that no one would happen if the Senate is the only branch of government that would investigate the alleged fraud.

Mr. President:

Four hundred fifty nine (459) transmissions of election results before the actual election day and actual canvassing are clear evidences that our computer system for election has been breached, compromised, and expoited by the very people whom we have entrusted to protect our will.

Our system has been hacked to favor candidates of the Liberal Party. This is not just a case of massive electoral fraud where our votes have been stolen and sold but 459 counts of cyber crimes committed to defraud the Filipino of their will.

Now, there is a conspiracy to cover-up these crimes. And it seems that we are helpless to do anything about it. The Senate investigation where we hoped to give more light and expose the fraud committed in the 2016 election failed as liberals prevented it from happening. Right before our eyes, the Liberal Party, Comelec, and Smartmatic including the media are fooling the Filipino people in their desperate move to cover-up these crimes and to protect their people who benefitted from this fraud.

We are demanding that justice be done, and that order and decency and uprightness be restored in our electoral system. Your effort for genuine political change would hardly be realized if our electoral system remained to be in its rotten state.

We look upon you to address this. With all the powers in your hand, you can once in for all put an end to the corruption and rottennes in our electoral system, and put all those culprits behind bars.

Only a forensic investigation conducted by NBI and PNP will reveal the whole truth about this fraud, not in a senate investigation that has no technical knowledge and competence about information and communication systems and cyber crimes and security. We suggest that DOJ will now take custody of Smartmatic and Comelec’s ICT systems used in the 2016 election.

Please call for an immediate investigation.

Purugganan also urged his followers to share his letter so it would easily reach the Palace and inform President Duterte about his letter.
